Environment Friendly Local Governance Framework (EFLG-F) 2070

The Environment Friendly Local Governance (EFLG) concept has been evolved with the notion that sustainable environment management should begin from the household level. Over the last few years, there has been considerable progress in poverty reduction. However, the sustainable use and management of natural resources also require greater focus. Building on the success of the Local Government and Community Development Programme (LGCDP) - Phase I and using Phase II as a vehicle, the EFLG agenda seeks to reform and strengthen local governance processes and environmental management across all levels.

On October 9, 2013, the Government of Nepal endorsed the EFLG Framework. The objective of the EFLG Framework is to mainstream pro-poor, inclusive, and gender responsive environmental, climate change, and disaster risk reduction criteria into local government policies, plans, systems, structures, mechanisms and working procedures. In addition, it intends to make everyone, right from the grassroots level, responsible for sustainable environment development, promote coordination and cooperation in environment friendly development activities and localize the environmental agenda and thereby creating ownership. In addition, the EFLG Framework helps local governments to design and integrate environmental activities into the 14- step planning process. Various indicators have been developed with the premise that it helps put in place a results based monitoring mechanism.
